I shall be glad of your instructions

whether or no Mr. Thomson should be called upon to refund the sum of $300. I personally concur in his theory that the short- -age in stamps was due to a mistake by the Crown Agents. If Mr. Thomson is not required to refund, the sum of $480 paid by Mr. Ross in 1904 should be returned to him.
